Over many winters of using oils, back when I was just starting out and followed whatever I read, I used heavy oils on my face in winter and on trips to cold, dry places, yet my skin still felt dry a few hours after going outdoors. Only then did I understand that I was only locking in moisture without giving my skin enough water. When skin gets enough water, the cells look plump and smooth, and then all it needs is a moderate layer of oil to lock it in, so you can be active all day.
